Abstract

This Procedure regulates accounting of the volume of abstraction (withdrawal) of water resources from waterbodies and the volume of discharge of wastewater, including drainage water, and quality thereof, by the owners of waterbodies and water users. The obligation to keep records of the volume of abstraction (withdrawal) of water resources from waterbodies and the volume of discharge of sewage, including drainage water, and their quality is incumbent on natural persons (individual entrepreneurs), legal entities who have been granted the right to use a waterbody for the purpose of abstraction (withdrawal) of water resources and (or) discharge of wastewater, including drainage water. Owners of waterbodies carry out accounting of the volume of intake (withdrawal) of water resources from waterbodies and the volume of discharge of sewage, including drainage water, and their quality in the case of using such waterbodies for the specified purposes. Measurement of the volume of abstraction (withdrawal) of water resources from waterbodies or the volume of discharge of wastewater, including drainage water, is carried out at each waterworks, including drainage facilities, by means of measuring water flows (levels), which are installed at water intake facilities and structures for the discharge of sewage (waterworks), including drainage water. Accounting for the volume of water resources abstraction (withdrawal) from waterbodies and the volume of waste water discharge, including drainage water, must be carried out using certified measuring devices. The choice of measuring devices is determined by the amount of measured water flow (maximum and minimum), the productivity of water abstraction and discharge structures, the composition of wastewater, including drainage water.
