Technical standards for forest management establishes that the National Forest Fund is a component of the land fund. Technical rules for the implementation of the general cadastre specify that the national forest fund covers the forestry lands included in the forest inventory materials. According to these norms, the respective lands have the following function: forests and lands subject to afforestation; land, serving administrative production and forestry needs; protection forest belts and plantations (trees and shrubs). The management of the forest fund, which is in the public ownership of the state, is performed by the central forestry management body through its subdivisions. The management of private forests is carried out by their owners individually or through associations. The inventory is performed both for the purpose of regulating the production and protection process, and for the purpose of monitoring the state of forests. Technical standards for technical acceptance and inventory of works on reforestation, afforestation and cultivation of reproductive planting material establish the procedure for the implementation of technical acceptance and inventory of works on reforestation, afforestation and growing of planting material. Technical rules on the hunting arrangement of hunting grounds of the forest fund represents technical report containing data and information on territorial and administrative subdivision of hunting grounds, former management of hunting grounds, list of available game species, study of hunting conditions, assessment of the number of game, forecast of increase of hunting and hunting methods. Technical rules for keeping and conservation of forest biological diversity in forests gives the outline and the prospects for conservation of biological diversity. Technical rules on ecological reconstruction of forest plantations establishes methods and technologies for the restoration, replacement and improvement of low-productive plantations, degraded, low-density and inadequate planting areas, especially oak and acacia plantations, while preserving the unchanged state of the environment in the forest, using the canopy of the degraded plantation as much as possible. Technical rules on the selection and application of the logging system in forests establish the order of selection and application of logging systems in forests. Short rotation bushwood based on coppice resumption (shoots, shoot rootstock, coppice growth) and caring for plantations until they reach medium age, is used in special cases. In order to more efficiently use the productive capacity of forests and strengthen their role in protecting the environment and maintaining the balance of natural ecosystems, special emphasis is being placed on promoting natural seed renewal and transferring the durmast oak, downy oak from short rotation bushwood high forest system. Irrespective of the logging systems used, special attention shall be paid to the conservation and improvement of the biological diversity of forest ecosystems, which is the main component of sustainable forest management.
