It regulates the import and export to and from the Russian Federation of endangered wild fauna and flora species, except for sturgeon, by Russian and foreign legal and natural persons. Import and export of the aforesaid species, as well as the introduction of marine species to the Russian Federation, shall be carried out in accordance with an authorization issued by the CITES administrative body in the Russian Federation. Hunting and capture of endangered species recorded in the Red Book of the Russian Federation shall be authorized exclusively for regulating their numbers, preventing the spread of infectious diseases among cattle, and preserving the traditional hunting rights of sparsely distributed indigenous population. The hunting of endangered species to transfer them to other organizations or persons shall be prohibited. The hunting or capture of endangered species shall be carried out exclusively under hunting authorizations issued by the Federal Nature Management Supervision Service, the application for which shall contain: (a) the personal data of the applicant for natural persons and a copy of the state registration data for legal persons; (b) Russian and Latin names of the wild fauna species; (c) description and number of the wild fauna species (adult, young, sex, age, etc.); (d) purpose of the procurement and use of the wild fauna species; (e) hunting gear; and (f) area of hunting or capture.
