These Framework Specifications establish the procedure for drawing up the specifications, regardless of the form of management adopted, by the local councils, the General Council of the Municipality of Bucharest and the community development associations, as the case may be, which establish, organize, manage, coordinate and controls the operation of the water supply and sewage service. Specifications are drawn up for each activity specific to the water supply and sewerage service. This specification establishes the conditions for carrying out activities specific to the water supply and sewerage service, establishing the quality levels and technical conditions necessary for the operation of this service in conditions of efficiency and safety. These specifications were developed to serve as reference documentation in order to establish the specific conditions for the performance of the public water supply and sewerage service, regardless of the management method adopted. This specification contains the technical specifications that define the characteristics related to the qualitative, technical and performance level, operational safety, as well as quality assurance systems, terminology, the conditions for certifying compliance with relevant standards or the like. The operator of the water supply and sewage service will ensure: (a) compliance with the legislation, rules, prescriptions and regulations regarding work hygiene, work protection, water management, environmental protection, tracking the behavior of constructions over time, preventing and fighting fires; (b) operation, maintenance and repair of installations and machines with authorized personnel, depending on the complexity of the installation and the specifics of the workplace; (c) compliance with the performance and quality indicators established by the management delegation contract or by the service administration decision and specified in the regulations of the water supply and sewerage service; (d) providing the local public administration authority, respectively A.N.R.S.C., with the requested information and access to the documentation on the basis of which it provides the water supply and sewerage service, under the law; (e) production, transport, storage and distribution of drinking water, respectively the collection, purification and evacuation of waste water; (f) operation of water supply systems, respectively of sewerage systems in safe conditions and technical-economic efficiency, in compliance with technologies and technical operating instructions; (g) establishment, supervision and maintenance, in accordance with the legal provisions, of sanitary protection zones, constructions and installations specific to potable water supply, sewerage and wastewater treatment systems; (h) strict monitoring of the quality of potable water distributed through the water supply systems, in accordance with the hygiene and sanitary norms in force; (i) abstraction of raw water, respectively the discharge of urban waste water into natural receivers, only in compliance with the conditions imposed by environmental and water management agreements, notices and authorizations; (j) maintenance of equipment in a permanent state of operation; (k) registration of water intake, storage and distribution; (l) increasing the efficiency of equipment in order to reduce tariffs; (m) reduction of potable water distributed through public networks, which is used for industrial processes; and (n) compliance with contractual terms and conditions.
