The Provisions consist of 10 articles. The “zero gas overflow” goal-oriented administration system and the responsibility system for the prevention and control of coal-mine gas shall be established. Where the coal-mine gas overflows, the power shall be cut off and the persons shall be evacuated; the causes thereof shall be analyzed; production shall be stopped for rectification; and responsibilities shall be investigated. The coal-mine gas gradation appraisal shall be conducted in a strict manner. Coal mines shall be responsible for the authenticity of the appraisal materials, and appraisal entities shall be responsible for the appraisal results. Gas outburst mines shall measure gas content, gas pressure, extraction radius and other basic parameters, and determine through experiment and survey the gas outburst sensitive indicators and critical values.
