Abstract

This Order establishes the modalities for hunting and trapping endangered species recorded in the Red Book of the Russian Federation on its territory, continental shelf and EEZ. It applies to all Russian and foreign natural and legal persons, as well as to stateless persons. Hunting and capturing endangered species shall be authorized in exceptional cases for the purpose of conservation, population control, protection of human health, preventing the spread of infectious animal disease among agricultural animals, ensuring traditional community wildlife management of sparsely distributed indigenous peoples and for other purposes. The procurement of endangered species for transfer to other organizations or individuals shall be prohibited. Hunting and trapping of endangered species shall be carried out exclusively in accordance with permits issued by the Federal Nature Management Supervision Service. Applications for such permits shall include: (a) personal identification data; (b) name of the endangered species (Russian and Latin); (c) description and quantity of the species; (d) purpose of the proposed hunt/capture; (e) time, place and method of the proposed hunt/capture; (f) conditions of transport and holding the animal(s); and (g) responsible persons/organizations.
