The reserve is a budgetary, non-profit, nature conservation, recreational, cultural and educational, scientific research institution and is part of the nature reserve fund of Ukraine, protected as a national property, with a special regime of protection, reproduction and management. Land plots and water areas, including those of other landowners and tenants, with all natural resources and objects shall be withdrawn from economic use and shall be transferred to the nature reserve on condition of permanent tenure in accordance with acting legislation. The reserve's right to permanent use of land plots, shall be issued in accordance with the State Register of Immovable Property Rights related to registered rights and/or their encumbrances. On the territory of the nature reserve, the necessary state information and security signs of the approved model, in particular landmarks, are installed in designated places. The reserve was constituted for the purpose of preserving and reproducing typical and unique steppe natural complexes, which have an important environmental, scientific and aesthetic significance. The main tasks of the Reserve are: (a) preservation of natural complexes and objects on their territory; (b) conducting scientific research and observing the state of the natural environment, development on their basis of environmental protection recommendations; (c) dissemination of ecological knowledge; and (d) assistance in the training of scientific personnel and specialists in the field of environmental protection nature reserves management.
