Abstract

Regulation on veterinary and sanitary control and supervision sets forth the following main objectives: (a) prevention of contagious animal diseases, including those common to animals and humans; (b) ensuring veterinary and sanitary security of facilities subject to state veterinary and sanitary control and supervision; (c) protection of the national territory of against introduction and spreading of pathogens of contagious and exotic animal diseases from other states; and (d) prevention, detection, suppression and elimination of violations of the legislation of the Republic of Kazakhstan in the field of veterinary medicine. State veterinary and sanitary control and supervision is carried out on an ongoing basis, without the appointment of inspection of the local executive bodies and their subdivisions that carry out activities in the field of veterinary medicine, including functions within its competence of state veterinary and sanitary control and supervision. Regulation on mandatory removal and destruction of animals, products and raw materials of animal origin that are dangerous for animal and human health, or their mandatory decontamination (treatment) and recycling without removal establishes that the aforesaid procedure shall be performed with the compensation of their value to natural and legal persons in case of identification of extremely dangerous animal diseases included in the List of Highly Hazardous Animal Diseases in which case shall be performed mandatory removal and destruction of animals, products of animal origin and raw materials of animal origin that pose a threat to animal and human health. Regulation on the procedure for mandatory decontamination (treatment) and processing without removal of animals, products and raw materials of animal origin from representing risks for animals and humans establishes that the mandatory removal and decontamination (treatment) without removal shall be performed by order of state veterinary and sanitary inspector competent for the respective area in case of identification of extremely dangerous animal diseases included in the List of Highly Hazardous Animal Diseases, mandatory decontamination (treatment) shall be performed by owners in accordance with veterinary and sanitary requirements at the authorized organizations. Annex 1 contains the form or order for mandatory removal of animals. Annex 2 contains the form of Order for mandatory removal of products and raw materials of animal origin. Annex 3 contains the form of Act of removal of animals, products and raw materials of animal origin. Annex 4 contains the form of Resolution on removal of animals, products and raw materials of animal origin. Annex 5 contains the form of Act on destruction of animals, products and raw materials of animal origin. Annex 6 contains the form of Act for delivery for reprocessing (recycling) of animals, products and raw materials of animal origin. Annex 7 establishes terms and conditions for compensation (reimbursement) of value for the removal and destruction of sick animals, products and raw materials of animal origin. Annex 8 contains the List of Highly Hazardous Animal Diseases representing risks for animal and human health. Annex 9 contains the List of Highly Hazardous Animal Diseases, prophylaxis, diagnostics and liquidation of which shall be performed at the expense of public funds. Annex 10 contains rules for state veterinary and sanitary control and supervision in case of import and export of animals. Annex 11 contains the form of Register of export, import, transit of animals.
