Abstract Fishing Rules for the Volga-Caspian fishery basin regulate the activities of Russian legal entities, individual entrepreneurs and citizens engaged in fishing in the Caspian Sea and in the internal waters of the Russian Federation, with the exception of waterbodies or their parts located in protected natural areas of federal significance, within which fishing is prohibited in accordance with the legislation of the Russian Federation on protected natural areas, as well as foreign legal entities and citizens engaged in fishing in accordance with the legislation of the Russian Federation and international treaties of the Russian Federation. Fishing Rules regulate the extraction (catch) of aquatic biological resources for industrial fishing, coastal fishing, fishing for research and control purposes, fishing for educational and cultural purposes, fishing for aquaculture (fishfarming), recreational fishing, with the exception of holding official sports events and sports events involving the extraction (catch) of aquatic biological resources. Fishing rules establish: (a) types of permitted fishing; (b) standards, including the norms for the yield of fish products, including caviar, as well as the parameters and terms of authorized fishing; (c) restrictions on fishing and other activities related to the use of aquatic biological resources, including: a ban on fishing in certain areas and in relation to certain types of aquatic biological resources; closure of fishing in certain areas and in relation to certain types of aquatic biological resources; the minimum size and weight of harvested (caught) aquatic biological resources; types and number of allowed tools and methods of extraction (catching) of aquatic biological resources; the size of the mesh of tools for the extraction (catch) of aquatic biological resources, the size and design of the tools for the extraction (catch) of aquatic biological resources; distribution of harvesting (catch) areas for aquatic biological resources (area, sub-area, fishing zone, fishing subzone) between groups of vessels differing in the fishing gear; periods of extraction (catch) of aquatic biological resources for groups of vessels differing in the means of extraction (catch) of aquatic biological resources, types (capacity) and sizes; the number and types (capacity) of vessels that can carry out industrial fishing and coastal fishing simultaneously in the same area of extraction (catch) of aquatic biological resources; the minimum volume of production (catch) of aquatic biological resources per vessel; the time of going to sea for vessels for commercial fishing and coastal fishing; authorized by-catch of some species when harvesting (catch) other types of aquatic biological resources; periods of fishing in waterbodies of fishery importance; and (d) requirements for the conservation of aquatic biological resources, including the obligations of legal entities, individual entrepreneurs and citizens engaged in fishing, a list of documents required by legal entities, individual entrepreneurs and citizens for fishing, requirements for legal entities, individual entrepreneurs and citizens engaged in fishing.
