Abstract

Users of aquatic biological resources, vessels of the fishing industry fleet performing fishing, or directly captains of fishing vessels in the process of catch of Azov anchovy, Black Sea sprat and pigfish (Cottidae) by mechanized dragnets, each day in a fixed time must submit to the territorial body of the State Fishery Agency an operational information, containing the name of fishing vessels performing fishing, catch, fishing areas, by-catch of small fry and by-catch of sturgeon and pike-perch. Territorial body of the State Fishery Agency, on the basis of scientific substantiation, can postpone (no more than 15 days) the date of beginning and end of fishing period. Territorial body of the State Fishery Agency collects statistics on actual catches of aquatic biological resources by managers of aquatic biological resources in the Sea of Azov Sea basin till the 10th of the month following the reporting period. Fishing of Azov anchovy and Black Sea sprat shall be performed within the limits of total allowable catch set for the basin without subdivision thereof at the national limit of total allowable catch. Non limit of catch is established for low value freshwater fish species (goldfish (Carassius auratus), silverside (Atherina presbyter), Azov percarina (Perca demidoffi) etc.) and bycatch of these species is not restricted when conducting specialized fishing for other fish species. The Decree establishes, if applicable, maximum amount of bycatch and defines fishing areas.
