EIA shall be applicable to: (a) pre-investment substantiation; (b) land use planning; (c) technical and economic substantiation; (d) certification of techniques, technology and materials; (e) licences for nature- and waste management; (f) requirements for environmental protection and ecological safety of the population. EIA is based upon the principles of: (a) all-inclusiveness; (b) alternative; (c) adequacy; (d) conservation; (e) compatibility; (f) flexibility; (g) compulsory public participation. EIA consists of three stages the outcome of which is legalized as the decision of the state environmental audit. The three stages are: (a) review of the state of environment; (b) preliminary EIA; (c) final EIA.
