National natural park "DZARYLGATSKY" is budgetary, non-profit, nature conservation, recreational, cultural-educational, scientific-research institution and is classified as part of the nature reserve fund of Ukraine, protected as national property for which a special regime of protection, reproduction and management is established. Management of the park is entrusted to the Ministry of Environmental Protection and Natural Resources. The park was created for the purpose of preserving valuable natural and historical and cultural properties of complexes and objects of the northern Black Sea region, which have important environmental, educational, scientific, aesthetic, recreational and healthcare value. The main tasks of the Park are: (a) preservation and reproduction of valuable natural and historical and cultural properties of natural complexes and objects of the steppe zone, including steppe, avalanche and ecological biocenoses, maintenance and provision of ecological natural balance in the region; (b) creation of conditions for organized tourism, recreation and other types recreational activities in natural conditions with observance of the protection regime; (c) organization and implementation of research works, including studies of natural complexes and their changes under the conditions of recreational use, development and implementation of scientific recommendations on protection issues related to new natural environment, reproduction of certain types of flora and fauna, restoration of disturbed ecosystems, management and effective use of natural resources, organization and monitoring of landscape and biological diversity; and (d) carrying out environmental educational activities. The following is prohibited within the territory of the park: (a) deterioration of the state of preservation of parts of the wetland of international importance "Karkinitsk and Dzharylgatsk bays", territories of ecological network of Europe "National Nature Park "Dzharylgatsky", natural habitats of wild fauna and wild flora species listed in the Red Book of Ukraine and international Red Books; (b) in the period of mass reproduction of mass reproduction of wild fauna species, from 1 April to 15 June carrying out works and activities that are a source of increased noise and disturbance (firing, carrying out explosive works, fireworks, sanitary felling of the forest, holding rally and other competitions on vehicles); (c) demolition or otherwise damaging, elimination of natural habitats of wild animals (burrows, lairs, nests, etc.); and (d) implementation of measures to improve sanitary conditions of forests around nesting places of birds of prey listed in the Red Book of Ukraine (within the range of 500 meters), black stork (within the range of 1000 meters), lekking grounds of wood grouses and black grouses (within the range of 300 meters).
