Fishing rules for the West Siberian fishery basin regulate the activities of Russian legal entities, individual entrepreneurs and natural persons, including persons belonging to the indigenous peoples of the North, Siberia and the Far East of the Russian Federation, communities of indigenous peoples of the North, Siberia and the Far East of the Russian Federation, fishing in the internal waters of the Russian Federation, including internal sea of the Russian Federation, the territorial sea of the Russian Federation, the continental shelf of the Russian Federation, the Exclusive Economic Zone of the Russian Federation within specified areas, with the exception of waterbodies or parts thereof located in protected areas of federal significance, and foreign legal entities and natural persons engaged in fishing in accordance with the legislation of the Russian Federation and international treaties of the Russian Federation. Fishing rules regulate the extraction (catch) of aquatic biological resources in the process of industrial fishing, coastal fishing, fishing for research and control purposes, fishing for educational and cultural purposes, fishing for aquaculture (fishfarming), recreational fishing and fishing in order to ensure the maintenance of a traditional way of life and the implementation of traditional economic activities of the indigenous peoples of the North, Siberia and the Far East of the Russian Federation. Fishing regulations establish: (a) types of authorized fishing; (b) rates, including rates for the yield of products of processing of aquatic biological resources, including caviar, as well as the parameters and terms of authorized fishing; (c) restrictions on fishing and other activities related to the use of aquatic biological resources, including: prohibition of fishing in certain areas and in relation to certain types of aquatic biological resources; closure of fishing in certain areas and in relation to certain types of aquatic biological resources; the minimum size and weight of harvested (caught) aquatic biological resources; types and number of authorized fishing gear and methods of extraction (catch) of aquatic biological resources; the size of the mesh; distribution of harvesting (catching) areas for aquatic biological resources (area, sub-area, fishing zone, fishing sub-area) between groups of vessels, differing in terms of gear for harvesting (catch) of aquatic biological resources, by types and sizes; periods of extraction (catch) of aquatic biological resources for groups of vessels differing in terms of extraction (catch) of aquatic biological resources, types (capacity) and sizes; periods of fishing in waterbodies of fishery significance; periods of extraction (catch) of aquatic biological resources for recreational fishing by citizens using net tools for the extraction (catch) of aquatic biological resources for personal consumption; authorized by-catch of some species when harvesting (catching) other types of aquatic biological resources; (d) requirements for the conservation of aquatic biological resources, including the obligations of legal entities, individual entrepreneurs and natural persons engaged in fishing, requirements for legal entities, individual entrepreneurs and natural persons engaged in fishing, as well as the documentation required for fishing; and (e) the volume (quantity, weight) of aquatic biological resources, not related to species (subspecies and populations) listed in the Red Book of the Russian Federation, authorized for extraction (catch) by natural persons during in a day of recreational fishing. Fishing gear and methods of extraction (catch), areas and periods of extraction (catch) of aquatic biological resources, species, sex and size composition of catches for research and control fishing, fishing for educational and cultural purposes, as well as for aquaculture (fishfarming) are established by annual plans for resource research of aquatic biological resources, plans and programs for cultural and educational activities, as well as programs for the implementation of work in the field of aquaculture (fish farming), approved in accordance with the procedure established by the legislation of the Russian Federation. In order to preserve species listed in the Red Book of the Russian Federation and (or) the regional Red Books of the Russian Federation of rare and endangered species of aquatic biological resources, harvesting (catch) of such types of aquatic biological resources is prohibited. Fishing rules for the Sea of Azov and the Black Sea fishery basin establish prohibited fishing gear and prohibited fishing methods.
