Abstract

This Regulation establishes that care of forests shall be performed with the consideration of legislation on environmental protection, forest management, sanitary and safety regulations related to forest management. In forests located in protected areas shall be considered legislation on protected areas. Care of forests shall be performed by persons managing forests in accordance with forest plot lease contracts or permanent (open-ended) forest management, or state bodies and local government within their plenary powers. In commercial forests arrangements for care of forests shall be aimed at improvement of forest productivity, obtaining high quality timber and non-timber products. In protection forests and in forests located in protected areas arrangements for care of forests shall be aimed at conservation and restoration of environment-forming, water-protective, protective, sanitary-hygienic, healthcare and beneficial functions of forests. Sanitary felling for the care of forest stands should be carried out to achieve the following results: (a) improvement of age structure and species composition of forest plantations; (b) improving the quality and sustainability of forest plantations; (c) preservation and strengthening of protective, water-protective, sanitary-hygienic properties of forest plantations; (d) maintenance and restoration of forest biological diversity; (e) increasing the productivity of forest plantations; (f) reduction of the terms of growing of technically mature stands; and (g) rational use of timber resources. This Regulation consists of V Sections. Section I lays down general provisions. Section II regards felling and timber extraction of forest species. Section III deals with care of forests by means of agro-forestry and other arrangements. Section IV regards allocation of forest plots, organization and technology of forest management, monitoring, assessment of the quality and effectiveness of measures for care of forests. Section V establishes the particular care of forests for the Dvina-Vychegda taiga forest area, the Baltic-Belozersky taiga forest area, the Middle Angara taiga forest area.
