This Order enters into force on 15 October 2007.
Abstract

This Order has as its purpose the enforcement by the territorial bodies of the Federal Ecological, Technological and Nuclear Supervision Service, and by other federal and state institutions under its jurisdiction, of payments of environmental fees for negative environmental impacts, in particular for emissions into the atmosphere, control of data on emissions submitted by the payers of environmental fees and the modalities of calculation thereof. This Methodical Instruction shall be compulsory for all territorial bodies of the Service and for the state institutions under its control. The payers of environmental fees shall be legal persons, individual entrepreneurs and foreign natural persons carrying out activities (production, non-production and other areas) that have a negative environmental impact in the form of emissions into the atmosphere. Environmental fee rates shall be set separately for stationary and non-stationary sources of emissions.
