Abstract

This Instruction establishes the procedure for keeping electronic records of timber by forest owners and permanent forest users. The main tasks of electronic wood accounting are: (a) timely and reliable display of information on the movement of timber; (b) monitoring the use of forest resources; (c) confirmation of the origin, procurement and sale of unprocessed timber, prevention of its illegal circulation; and (c) systematization and generalization of information about the origin, procurement and sale of timber by forest users. The main sources of wood supply are: (a) logging for main use; (b) felling for the formation and improvement of forests and other measures related to forestry management; and (c) other measures not related to forestry management (clearing of forest areas covered with forest vegetation in connection with the construction of waterworks, pipelines, roads, etc.). Harvested timber shall be classified as follows: (a) round timber; (b) long timber; (c) fuelwood for industrial use; (d) fuelwood for non-industrial use; (e) brash; and (f) Christmas trees. The following forms of accounting are used for keeping electronic records of timber: (a) specification of acceptance of timber from harvesting (Appendix 1); (b) diary of acceptance of wood from harvesting (Appendix 2); (c) diary of the acceptance of timber from long-term splitting timber (Appendix 3); (d) specification-bill of acceptance of timber after quality change (Appendix 4); (e) specification-bill of lading for shipment of timber by rail (Appendix 5); and (f) consignment note (forest) (Appendix 6).
