Abstract

This Regulation sets common requirements for measures aimed at preventing oil pollution and mitigating its consequences. It shall be applicable to organizations carrying out exploration, extraction, processing, transport, storage and use of oil and oil products, including harbour administration. Plans for prevention of oil pollution and mitigation of the its consequences shall be applicable to the largest possible area polluted by oil, taking into consideration unfavourable environmental factors such as hydrometeorological conditions, season, time of the day, ecological particulars and intended use of the territory. Such plans shall be classified as local, territorial, regional and federal. The Regulation contains the form of a model plan.
