This Order enters into force six months after the date of its official publication.
Abstract

These Requirements establish provisions regarding: (a) implementation by market operators of the preconditions for application of HACCP; (b) elaboration of constantly operating procedures, based on the principles of the system of analysis of hazardous factors and control at critical points; (c) separate procedures ensuring the effective functioning of preconditions and HACCP systems; and (d) simplified approach to using the HACCP system for certain market operators. It states that HACCP system shall be applicable exclusively to safety of foodstuffs and not to the quality thereof. HACCP system shall be considered a precautionary tool for control of hazardous factors. The HACCP system does not guarantee the safety of food products, but only reduces the risk of occurrence of threats to their safety. These Requirements shall be mandatory for market operators performing manufacturing and trade of foodstuffs.
