By the date of entry into force of the present Order, no plant transport shall be possible unless accompanied by a phytosanitary authorization granted by the Delegation of the Ministry of Rural Development (art. 2). Article 4 deals with powers of pesticides inspectors who must monitor the implementation of ministerial regulations. The transport of contaminated plants shall be subject to penalties (art. 5).
