The main target of the Basic Regulation shall be the creation of the efficient system of the national territory against the introduction and the propagation of quarantine infection and other dangerous infections. Sanitary and quarantine inspection (supervision) checkpoints shall be set up at border entry points. In case of immediate threat of the propagation of quarantine infections and other dangerous infections temporary restriction of the crossing by animals or quarantine can be imposed on the transit of animals. The provisions of the present Basic Regulation shall be applicable to infections and diseases common to animals and human beings. Violation of the provisions regarding the introduction of quarantine infection or other dangerous infection shall entail administrative and criminal liability.
