Abstract

This Order establishes that the Federal Security Service shall be the authorized institution to supervise over the protection of marine biological resources. The state supervision shall be carried out in the sphere of: (a) industrial fisheries and harvest of marine biological resources, fisheries and harvest for scientific research, training, educational fish farming, non-commercial, artisanal and sport purposes, transportation of catch and fish products; (b) transhipment; and (c) export of marine biological resources, catch and fish products. The main tasks of the state inspection shall be: (a) calculation of the amount of catch with a view of the prevention of the excessive catch; (b) exposure, prevention and suppression of the violations of the fisheries rules and regulations, and bringing to account the offenders; (c) informing the Federal Executive Bodies concerned of the results of fisheries and violations of the Russian fisheries legislation and international agreements on fisheries. The state supervision and inspection shall be carried out in: (a) fishing areas; (b) marine control points; (c) seaports; (d) fishing grounds; (e) foreign seaports in accordance with the international agreements; (f) in high seas in accordance with the international agreements.
