Abstract

The Procedure for carrying out industrial hunting control determines the procedure for said control by legal entities or individual entrepreneurs who have concluded hunting agreements. Industrial hunting control refers to the activities of hunting users to prevent, identify and suppress violations of requirements in the field of hunting and conservation of hunting resources. Industrial hunting control is carried out within the boundaries of hunting grounds specified in hunting agreements. Production hunting control is carried out by a production hunting inspector - an employee of the hunting user, who performs duties related to hunting and preserving hunting resources on the basis of an employment contract, has a hunting license, a permit to store and carry hunting firearms, who has been issued a certificate and badge of a production hunting inspector. For illegal actions or inaction, industrial hunting inspectors bear responsibility established by the legislation of the Russian Federation. Activities are carried out on the basis of raid tasks approved by hunting users. When carrying out industrial hunting control, the industrial hunting inspector carries out the following activities in relation to persons located within the boundaries of the hunting grounds: (a) checking compliance with requirements in the field of hunting and conservation of hunting resources, including compliance with hunting rules, hunting parameters, regulations in the field of hunting and conservation of hunting resources; (b) checking the availability of a hunting license, a voucher (a document confirming the conclusion of an agreement on the provision of services in the field of hunting), a permit to extract hunting resources, a permit to store and carry hunting gear; (c) verification of identity documents of a foreign citizen temporarily staying in the Russian Federation and who has concluded contract for the provision of services in the field of hunting, a permit for the import of hunting weapons and ammunition for use in hunting, issued to the specified foreign citizen; (d) in the presence of sufficient data on violations of the requirements in the field of hunting and conservation of hunting resources by persons located within the boundaries of the hunting ground: inspection of things in the possession of these persons, without violating the integrity and opening of the inspected things and their parts; stopping and inspecting vehicles without violating the integrity or opening the inspected vehicles and their parts; inspection of hunting gear; inspection of products of hunting for compliance with the information specified in the permit for the extraction of hunting resources. Order No. 2 of the Ministry of Natural Resources and Ecology validating the form of report of administrative offences or crimes related to hunting and conservation of hunting resources expands the rights of hunting inspectors with regard to checking compliance with requirements in the field of hunting and conservation of hunting resources, including compliance with hunting rules, regulations in the field of hunting and conservation of hunting resources, as well as the availability of a hunting permit, voucher (a document confirming the conclusion of a contract for the provision of services in the field of hunting), permits to extract hunting resources, permits to store and carry hunting weapons, or to carry and use hunting gear.
