Abstract Fisheries Committee is a department within the competence of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan, performing strategic, regulatory, implementation and control functions in the field of protection, reproduction and management of fish resources and other aquatic animals. Fisheries Committee shall perform the following tasks: (a) adopts binding regulatory legal acts within the sphere of its competence; (b) requests and receives from state bodies, organizations and officials the necessary, information, data and materials; (c) ensures the availability of public services; and (d) provides relevant information to the authorized public bodies. Fisheries Committee shall perform the following functions: (a) implements the state policy and carries out intersectoral coordination in the field of protection, reproduction and management of fish resources and other aquatic animals, as well as in the field of fisheries; (b) develops and approves regulatory legal acts in the field of protection, reproduction and management of fish resources and other aquatic animals, as well as in the field of fisheries; (c) carries out proceedings on cases of administrative offences within its sphere of competence; (d) issues permits for import and export of rare and endangered aquatic species; (e) issues authorization introduction, reintroduction and hybridization of aquatic species; (f) conducts scientific research; (g) checks the activities of users performing fisheries for compliance with acting legislation; (h) concludes contracts for fishery management; and (i) issues stamps for the trade of sturgeon caviar on domestic market.
