Abstract

These Rules establish the requirements for the use of forests for the creation and operation of timber processing infrastructure facilities. Using forests to build and operate forest processing infrastructure and facilities is an entrepreneurial activity related to the creation of timber processing facilities and processing facilities for other forest resources, manufacturing of products obtained from timber. Forest plots located in the state or municipal property, are allotted to citizens, legal entities on lease for creation and operation of timber processing infrastructure facilities. In order to locate timber processing infrastructure facilities, first of all, non-forest lands are used, and in the absence of such lands on a forest plot, forest lands are used: (a) areas of non-renewed cuttings, burnt areas, sparse areas, wastelands, clearings, as well as areas where low-density and least valuable forest plantations are growing. The use of forest lands not specified in the afore-mentioned paragraph for the purpose of locating timber processing infrastructure facilities is allowed if there are no other options for locating these facilities. When using forests for the creation and operation of timber processing infrastructure facilities, the following cases should be excluded: (a) pollution (including radioactive and oil) of forests and other negative impact on forests; and (b) the entry of vehicles into forest areas in the event of restrictions on the stay of citizens in the forests.
