Abstract

The passport of a wetland of international importance is a document drawn up for the purpose of ensuring control over the state of this wetland. The structure and content of the Passport meet the requirements of the Convention on Wetlands of International Importance, mainly as a habitat for waterfowl, which is valid for Ukraine. The structure and content of wetland certificate: (a) the name of a wetland of international importance; (b) nature protection status, category of the territory or object of the Nature Reserve Fund of Ukraine; (c) the name and location of the local authority of the Ministry of Ecology and Natural Resources of Ukraine or the administration of the institution of the nature reserve fund, which is responsible for the preservation of the area; (d) administrative location (region, district, nearest settlements); (e) geographic location (coordinates of the center of the wetland, the average value of the maximum and minimum height above sea level); (f) the total area of the wetland (in hectares) and the area of its part that belongs to the territories of the nature reserve fund, their functional zones; (g) marking of the signs corresponding to the terrain: marine, brackish, fresh; permanent filling with water, temporary seasonal overflows; sea bay, river section, lake, stream, spring, pond, ditch; delta, estuary, estuary; upper swamp, lowland swamp, waterlogged forest, forestless floodplain; plots with predominant woody species, areas dominated by bushes; areas dominated by grass plants; sand spits, rocks, rock outcrops, the presence of caves, the presence of underwater karsts; specify otherwise; (h) criteria of the Convention on Wetlands of International Importance, Mainly as Habitat for Waterfowl, according to which the wetland is included in the list of international wetlands; (i) map scheme of the wetland (scale at least 1:50000); (j) physico-geographic features (origin, geological, geomorphological, hydrological, soil types, water quality characteristics, depth, water level changes, data on the catchment area, climatic conditions, etc.); (k) hydrological features (indicators of flow rates of the river or water reserves in the reservoir, feeding mode, underground sources, characteristics of winter and flood periods, sediments, etc.); (l) characteristics of flora and vegetation (the most common, endemic, rare and endangered species and plant groups listed in the Red Book of Ukraine, Green Book of Ukraine, international lists, areas of their distribution, etc.); (m) characteristics of the fauna (the most common, endemic, rare and endangered species listed in the Red Book of Ukraine, international lists, areas of their distribution, etc.); (n) cultural values of the territory (in particular, objects of cultural heritage, religious buildings, archaeological finds, etc.); (o) list of land users and owners; (p) types of land tenure; (q) factors (past, present, or potential) of adverse impacts on land, including changes in land use or development project; (r) list of administrative documents regarding the object: (s) proposed land conservation measures; (t) scientific research; (u) environmental education; (v) recreation and tourism; (w) who and when filled in the certificate; and (x) certificate is valid for 10 years, but every year the necessary changes are made to it in the form of supplements.
