Abstract

This Regulation defines the goals, objectives and functions, organization, composition of forces and means, as well as modes of functioning of the functional subsystems for monitoring of the state of subsoil of the unified state system for the prevention and response to emergency situations and activities carried out by management bodies and forces of functional subsystem, information interaction and financial provision of the functional subsystem. The functional subsystem includes the following types of subsoil condition monitoring: (a) groundwater monitoring; (b) monitoring of dangerous exogenous geological processes; and (c) monitoring of dangerous endogenous geological processes. The goals of the functional subsystem are to organize and conduct regular observations of the state of the subsoil, forecasting its changes under the influence of natural and man-made factors to solve problems in the field of prevention and response to emergency situations related to underground waters, dangerous exogenous and endogenous geological processes. The main functions of the functional subsystem are: (a) monitoring the state of the subsoil using the state reference observation network; (b) collection, accumulation, processing and analysis of information on the state of the subsoil in natural conditions and in areas of various technogenic impacts, assessment of factors influencing changes in the state of the subsoil; (c) exchange of information on the state of the subsoil, including information about the risk of emergency situations related to groundwater, hazardous exogenous geological processes, hazardous endogenous geological processes, with the authorities of the unified state system for prevention and response to emergency situations; (d) forecasting groundwater levels and regional activity of dangerous exogenous geological processes under the influence of natural and man-made factors; (e) assessment of the geodynamic state of the subsoil and the degree of seismic hazard in seismic regions of the Russian Federation; (f) submission of information on the state of subsoil to the management bodies of the unified state system for the prevention and liquidation of emergency situations for the organization of activities related to the prevention and liquidation of emergency situations; and (g) presentation of analytical and forecast information on the state of the subsoil to the Russian Ministry for Emergency Situations. In the absence of a risk of emergency situations, the management bodies and forces of the functional subsystem function in the mode of daily activities.
