The national park shall perform the following main tasks: (a) conservation of natural complexes, unique and reference natural sites and objects; (b) preservation of historical and cultural heritage; (c) environmental education of the population; (d) creating conditions for regulated tourism and recreation; (e) development and implementation of scientific methods of nature protection and environmental education; (f) implementation of state environmental monitoring; and (g) restoration of disturbed natural and historical-cultural complexes and objects. The following activities shall be prohibited: (a) exploration and mining; (b) modification of hydrogeological regime; (c) allotment of land plots for horticulture and peri-urban agriculture; (d) building and construction; (e) fisheries (commercial, sport and artisanal) and artisanal hunting; (f) collection of mushrooms, berries and non-timber forest products; (g) disturbance of natural habitats of wild fauna and flora species; (h) collection of biological samples; and (i) acclimatization of alien species. In the zone of traditional extensive nature management shall be authorized: (a) traditional economic activities of small-numbered indigenous peoples of the North, Siberia and the Far East of the Russian Federation; (b) collection of eggs in colonies of birds to ensure traditional way of life and the implementation of traditional economic activity of the indigenous small-numbered peoples of the North, Siberia and the Far East of the Russian Federation by coordination with the administration of the national park; (c) fisheries in order to ensure the maintenance of the traditional way of life and traditional economic activities of indigenous small-numbered peoples of the North, Siberia and the Far East of the Russian Federation and their communities.
