Abstract Forest Inventory Instruction establishes the rules of forest management. Forest inventory is a system of interrelated activities that are carried out in order to obtain relevant and reliable information about forests and forest resources, their location, condition, quantitative and qualitative characteristics used as information basis for the implementation of measures to conserve forests, forest planning, for maintaining the state forest register, forest assessment, to ensure sustainable forest management, multi-purpose, rational, continuous, sustainable use to improve their quality and increase their productivity. Forest inventory includes the following arrangements: (a) design of forest areas; (b) design of commercial forest, protection forest, reserve forests, as well as specially protected areas of forests; (c) fixing on the ground the location of the boundaries of forestries, district forestries and land on which operational forests are located, protective forests, reserve forests, as well as specially protected areas of forests; (d) forest inventory; and (e) designing measures for the conservation of forests. Forest management documentation prepared by the results of the forest management activities in forests located on the land of the forest fund (public forest), within the framework of the state assignment and accepted by the customer, is put into effect from the date of certification of the enhanced qualified electronic signature of an authorized official. Zoning of forest fund land according to the intensity of development of forests is made in order to prioritize the inclusion of objects of forest inventory into the forest inventory plan. For forestries, district forestries and (or) forest plots depending on the indicators of the criteria for forest development zones located on the land of the forest fund (public forest), the following degrees of intensity are established: (a) high; (b) above average; (c) average; (d) below average; and (e) low.
