Abstract

This Order establishes that protected area Far Eastern Marine Biosphere State Nature Reserve shall make part of the international biosphere reserve system of UNESCO. The reserve is located in the southwestern part of the Peter the Great Bay (the Sea of Japan) and occupies about 10% of its area. It shall perform the following tasks: (a) the protection of natural areas in order to conserve biological diversity and maintain in a natural state protected natural complexes and objects; (b) the organization and performance of scientific research, including keeping and updating of the Annals of Nature; (c) performance of state environmental monitoring; (d) environmental education and development of cognitive tourism; and (e) assistance in the training of scientific personnel and specialists in the field of environmental protection. On the territory of the reserve, any activity shall be prohibited any activity that contradicts the objectives of the state nature reserve and the regime for its special protection, including: (a) landing and staying on islands, islets, kekurs (conical rocks on a seacoast) and cordons of protection of external persons, not employed by the institution; (b) movement and parking of vessels, including small and sailing, watercraft in the area of the reserve without special permission from the administration; (c) movement and parking of vehicles not connected with the functioning of the reserve, outside roads and outside specially designated places; (d) commercial, artisanal and sport hunting; (e) commercial fisheries; (f) stay with firearms, pneumatic and throwing weapons, and hunting gear; (d) exploration of minerals and mining; (g) soil disturbance; (h) activities that entail changes in the hydrological regime of land; (i) procurement of soft resin; (j) clear cutting of forests; (k) timber extraction and harvesting of non-timber products; (l) transit passage and grazing of cattle; (m) plowing of land, with the exception of measures for forest firefighting; (n) haymaking, except for ensuring fire safety; (o) explosive works; (p) burning of vegetation and grassland fires, except for case of extinguishing forest fires; (q) water logging; (r) introduction of alien species; (s) transit and stay of motor vehicles; (t) stay with dogs, except for service dogs; (u) flight of aircraft and helicopters below 2000 meters above the territory of the reserve; (v) disturbance and feeding of wild fauna species by the visitors; and (w) all kinds of photo and video filming (including amateur) without the prior permission of the administration of the reserve.
