It shall not be applicable to the fisheries in ponds and watered grounds of private ownership. The Western basin includes the Baltic Sea, the Ladoga lake and all fishing waterbodies of the Kaliningrad, Leningrad, Novgorod and St.Petersburg regions. It regulates industrial fisheries, including coastal fisheries, fisheries for the purpose of scientific research, educational purpose, stock enhancement and acclimatization, and artisanal and sport fishing. The Fisheries Regulation establishes: (a) the rights of the managers of fish stocks; (b) the list of documents authorizing fisheries; (c) prohibited fishing areas; (d) fishing gear and fishing methods; (e) minimum mesh size, dimensions and rigging of fishing gear; (f) allowable bycatch of fry; and (g) allowable bycatch of one species in the process of catch of the other species.
