Federal State Veterinary and Sanitary Supervision Service shall be competent authority for the analysis of phytosanitary risks, the results of which shall be taken into consideration for the following actions: (a) elaboration of quarantine phytosaniatry requirements; (b) decision-making related to application of quarantine phytosaniatry regime; (c) application of temporary restrictions for import to the Russian Federation of produce subject to quarantine inspection and (or) establishment of quarantine phytosanitary requirements for produce subject to quarantine inspection that is imported to the Russian Federation; (d) state quarantine phytosanitary control (supervision) of the territory of the Russian Federation; and (e) in other cases established by the legislation of the Russian Federation in the sphere of application of plant quarantine.
