Plant variety and seed controls shall be carried out by state seed-growing inspectors authorized by the Ministry of Agriculture, who shall be charged with: (a) inspection of fields prepared for sowing; (b) inspection of high quality crops during vegetation period; (c) control of the approbation and field inspection of elite and hybrid areas under cultivation; (d) control of harvest, transport, processing, cleaning and storage of seeds, and readiness of seed storage facilities; and (e) control of compliance with the seed growing technology.
