Abstract

This Order establishes that total allowable catch for foreign fishing by regions and fishing areas shall be validated annually by the Russian government in accordance with the international agreements concluded by the Russian Federation. Allocation of quotas allocated to the foreign state on mutual or charged basis and the fisheries regulatory arrangements shall be established by the annual joint fisheries commissions. The issuance of the fishing licences (permits) shall be carried out in accordance with the Russian legislation. The grounds for refusal of the allocation of quotas shall be the lack of such or the infringement by the foreign partners of the international agreements.
