Management of the park is entrusted to the Ministry of Ecology and Natural Resources. The park was created for the purpose of preservation, reproduction and rational use of typical and unique steppe and seaside natural complexes and objects of the north-western coast of the Black Sea, which have important nature conservation, scientific, aesthetic, recreational and health benefits. The main tasks of the park are: (a) preservation of valuable natural complexes and objects of the steppe and coastal zones, species of flora and fauna listed in the Red Book of Ukraine and in the international Red Books, including steppe biocenoses, maintaining and ensuring ecological natural balance in the region; (b) organization and implementation of scientific research works on the study of natural complexes and their changes in the conditions of recreational use, development and implementation of scientific recommendations on environmental protection, reproduction of certain species of flora and fauna, restoration of disturbed ecosystems, management and effective use of natural resources, organization and monitoring of landscape and biological diversity; (c) creation of conditions for organized tourism, excursions, rest and other types of recreational activities in natural conditions with observance of the established regime of protection of its natural complexes and objects; (d) revival of local traditions of nature use, centers of local arts and crafts and other types of folk creativity; and (e) ecological educational work. Responsibility for violations of environmental legislation on the territory of the park shall be borne by persons guilty of: (a) inappropriate use of it, violation of the requirements of the Project of the organization of the territory of the park and this Regulation; (b) carrying out prohibited economic activity, including carrying out economic activity in a manner prohibited by law or using prohibited means; (c) damage or destruction of its objects and natural complexes, including on land plots reserved for the expansion of its territory; (d) arbitrarily changing the boundaries of the park territory for other needs; (e) exceeding permissible chemical, physical and other influences and anthropogenic load, violation of the requirements of the granted permits for the use of the territory and objects of the nature reserve fund; (f) use of natural resources on the territory of the park in violation of the established order. Violation of the requirements of environmental protection legislation on the territory of the park entails disciplinary, administrative, civil and/or criminal liability.
