It establishes that the Federal Ecological, Technological and Nuclear Supervision Service shall be the competent institution authorized to issue permits for the transboundary movement of waste, including hazardous waste transiting, imported into and exported from the territory of the Russian Federation. The applicant shall file an application containing the following documentation: (a) application form specifying the type of waste and the list of states concerned by its transboundary movement; (b) copy of the state registration certificate as a legal person or individual entrepreneur; (c) tax inspection certificate; (d) notification of transboundary movement of waste (three copies); (e) copy of the licence for hazardous waste management and certification of hazardous waste; (f) copy of the contract for the transboundary movement of waste; (g) authorization envisaged by the Basel Convention; and (h) copy of the document ensuring guarantees by the applicant in accordance with article 6.11 of the Basel Convention.
