Abstract

This Order establishes the procedure for control and prevention of Foot-and-mouth disease (FMD), in particular through prohibition of import of livestock, products of animal origin, feedstuffs and sperm from countries exposed to risk of FMD and prohibition of open air grazing of livestock outside fenced areas. Preventive vaccination of cattle shall be performed in case of risk of the outbreak of FMD. Natural and legal persons shall be responsible for the performance of preventive measures, including preparation and equipment of burial grounds and biothermic pits for dead animals, compliance with the established sanitary requirements related to slaughtering and processing of meat and meat-based products. Carcasses of dead animals must be either burnt on the spot or buried nearby focus of infection. In case of suspected infection by FMD stockbreeder must immediately inform the authorized veterinarian. Use of milk, dairy products, meat and meat-based products, and raw materials of animal origin obtained from infected animals shall be prohibited. After confirming the preliminary diagnosis of the disease a quarantine shall be imposed with the prohibition of transportation and transfer of all species of livestock and prohibition to enter stockbreeding farms (except for authorized staff). Disinfectant solutions shall be put at the entrance of all stockbreeding farms. In order to prevent the spread of infection, strict control is established for livestock transportation routes, meat processing plants, slaughterhouses, processing plants and refrigeration plants handling products and raw materials of animal origin.
