Abstract

The Regulation consists of 9 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) the main purposes, tasks and functions of the system of distant monitoring of the fishing vessels (sect. 2); 3) the main purposes, tasks and functions of the system of distant monitoring of the fishing vessels (sect. 3); 4) technical inspection and supervision over the compliance with the provisions of the international agreements (sect. 4); 5) registration of the fishing vessels (sect. 5); 6) training of the personnel of the fishing vessels (sect. 6); 7) compliance with the fishing requirements (sect. 7); 8) access to information regarding the fishing vessels (sect. 8); 9) financing of the system of distant monitoring of the fishing vessels (sect. 9). The system of monitoring of the fishing vessels is a complex of interrelated technical, organizational and legal arrangements regarding collection, analysis, storage and access to information regarding the fishing vessels. Registration of the fishing vessels, distant control thereof and technical supervision over the compliance with the provisions of the international agreements shall be the components of the system of distant monitoring of the fishing vessels. Distant monitoring of the fishing vessels shall be set up with the aim of centralization and systematization of the information regarding the fishing vessels flying the flag of Ukraine and carrying out marine fisheries in the internal waters, EEZ and territorial sea of Ukraine, outside the jurisdiction of Ukraine, and of the foreign fishing vessels carrying out fisheries in the EEZ of Ukraine. The main tasks of the system of monitoring of the fishing vessels shall be: 1) to ensure compliance with the provisions of the international fisheries agreements; 2) safe navigation of the fishing vessels; 3) prevention of pollution from fishing vessels; 4) conservation of fish stocks.
