It regulates industrial fisheries and establishes authorized types of fisheries, restrictions and prohibition of fisheries and fishing in some fishing areas, establishes authorized periods of fisheries, authorized fishing gear and fishing methods, and authorized fishing vessels and maximum allowable bycatch.
