Abstract

These Phytosanitary requirements define requirements to imported regulated products subject to quarantine inspection (cereals, legumes, oilseeds, fodder, technical crops and products of their processing, planting or seed material, fruits, vegetables, potatoes for food and (or) technical purposes, cuttings of fresh flowers, pot plants, mites, nematodes, living insects for research purposes, wood, packaging and fasteners, including requirements for packaging, disinfection and transportation, to ensure quarantine of plants. Types of regulated products are identified according to the commodity nomenclature of foreign trade activity of the Eurasian Economic Union. Products subject to quarantine inspection, imported on the territory of the Republic of Kazakhstan, should be free from quarantine objects, specified in the List of quarantine objects and alien species, in relation to which plant quarantine measures shall be applicable. Imported cereals, legumes, oilseeds, fodder, industrial crops: (a) must be sent for processing and (or) storage, except for flour and cereals; (b) if Indian wheat head is detected, it is subject to return or destruction; (c) if quarantine objects are detected, then at the owner's choice, it is subject to disinfection or destruction, and in case of owner's refusal or impossibility of disinfection or destruction – return to sender. Cereals, legumes, oilseeds imported into the territory of the Republic of Kazakhstan destined for food, fodder and technical purposes shall not be used for seed purposes. When imported into the territory of the Republic of Kazakhstan cereals, legumes, oilseeds, fodder, industrial crops in the packed form of containers should be gas-permeable. Planting or seed material must be accompanied by: (a) phytosanitary certificate of national quarantine services of exporting countries; (b) labelling with information on name of production, country of its origin, exporter and (or) re-exporter, place and (or) production site; and (c) initial packing before completion of state control and supervision in the field of plant quarantine.
