Abstract

The Rules on ensuring soil fertility and the use of certain agrochemicals are established for the purpose of protecting waters and soils, reducing the risk of their contamination with nitrogen compounds from agricultural sources, as a result of the use of nitrogen fertilizers. The use of nitrogen fertilizers for the cultivation of agricultural crops should be aimed at minimizing and avoiding the possibility of leaching of nitrogen compounds and pollution of waterbodies thereby. Potential losses of nitrogen compounds into the natural environment and the efficiency of their use by plants depend on a number of factors and conditions, the changes of which should be accompanied by the adjustment of fertilizer rates or doses in relation to: (a) soil and climate zones; (b) hydro-geological conditions of the territory; (c) agricultural techniques used in the economy; (d) type of agricultural crops grown; (e) the type and forms of nitrogen fertilizers used; and (f) terms and methods of applying fertilizers. The conduct of agricultural activities and the use of agricultural land should be carried out with the consideration of the need for: (a) observance of the regime of the territories and objects of the nature reserve fund, their protection zones and lands reserved for protected areas; (b) ensuring the preservation of bio- and landscape diversity, including natural habitats and species of wild fauna and flora in the territories of the Emerald network (Areas of Special Conservation Interest, ASCI), promoting the formation of an eco-network, also by preserving ecologically stabilizing lands (hayfields, pastures, protective plantations, etc.) and increasing their share in the structure of land use; (c) adaptation to climate change and its mitigation; (d) preventing the degradation of land and other natural resources, ensuring their sustainable use, promoting the restoration of meadow, steppe, wetland and other anthropogenically altered valuable ecosystems. To ensure sustainable land use, crop rotation, their optimal ratio and maintenance of soil quality, land management projects should be developed in accordance with current legislation.
