It establishes that for conducting scientific research in protected areas natural persons, including foreigners, national and international research organizations must obtain permit from the central state administration of protected areas. The aforesaid research activities must be consistent with protection regime of protected areas and protection zones’ regimes. Research activities in protected areas shall require payment of environmental fees. The applicant must submit to the central state administration of protected areas the application containing request to authorize research, an official letter from research institution, plan of research and program and guidelines for research approved by the competent authority. Activities having adverse impact of protected areas, flora and fauna, and performance of surveys not specified in the agreement with the relevant protected area administration shall be prohibited.
