Abstract

The present Regulation covers the national territory, territorial and inland waters and the EEZ of the Russian Federation. The term marine mammals refers to sea-ape (kalan), walrus, species of big-eared and real seals, and dolphins. Fishing inspection is entitled with the task of the protection of the stocks of marine mammals by means of the following arrangements: 1) protection of habitats, mating grounds and migration routes; 2) issuing hunting authorization; 3) allocation of fishing areas/hunting grounds; 4) issuing authorization and supervision over the realization of the arrangements for the acclimatization and stock enhancement of marine mammals; 5) amelioration of breeding grounds; 6) use restriction for the utilization of marine mammals; 7) prevention of the destruction of marine mammals as a result of production processes or navigation; 8) rendering assistance to marine mammals in case of natural disasters; 9) by agreement with the organizations concerned the establishment of protected areas and protected defined areas of water. Catch (hunting) of marine mammals shall be carried out exclusively in accordance with authorization issued by fishing inspection. Collection of skins of dead mammals and tusks of walrus shall be carried out in accordance with the authorization issued by fishing inspection on condition of primary treatment of the trophies ensuring conservation thereof and subsequent delivery to the state enterprises.
