This Order enters into force on the date of its official publication.
Abstract

This Order sets forth the grounds for risk analysis with a view of the development and/or review of phytosanitary measures. Risk analysis for potential regulated pests shall be performed in case of necessity to revise phytosanitary arrangements in accordance with the national acting legislation. Risk analysis related to planting and seed material shall be performed for the determination of a regulated non-quarantine pest, plant intended for planting and seeding, which may transfer harmful organisms or pests. To the purpose of risk analysis of potential quarantine organisms, the risk analysis area should be clearly defined. It can be a zone within the country or a part of it or a zone within several countries. The risk analysis consists of the following steps: (a) preparatory stage (initiation of risk analysis); (b) assessment of the risk, which is a potential regulated harmful organism; and (c) assessment of risk management options.
