This Order enters into force 21 calendar days after the date of its official publication.
Abstract

This Order establishes the procedure for re-allotment of hunting grounds and fishery waterbodies and (or) plots thereof and qualification requirements to the persons they were assigned to earlier due to expiry of allotment period. Re-allotment shall be performed by local government without tender at the request of individuals, to which they were previously allotted, provided that they were in conformity with the qualification requirements and fulfillment of contractual obligations. Hunting grounds within the boundaries of previously organized hunting grounds shall be re-allotted on the basis of the materials of the previous inter-farm hunting organization. Natural persons or legal entities, who have expressed a desire to be re-allotted hunting grounds, apply to the local executive body of the region in the period not later than 60 calendar days before the date of expiry of the term of allotment of hunting grounds. Application must contain the following information and data: (a) application in accordance with the form contained in the Annex 3; (b) documents attesting conformity of the applicant with the qualification requirements; (c) development plan for the hunting ground covering the period of two years; (d) copies of documents confirming the availability of material and technical means; (e) copies of concluded employment contracts and diplomas with specialists in the field hunting management; (f) original certificate of the bank or branch of the bank in hard copy with the signature and seal in which the applicant is serviced on the absence of an overdue debts on all types of obligations of the applicant to the bank issued not later than 30 calendar days preceding the date of submittal of the application; and (g) information on the fulfillment of obligations under the development plan of the subjects of the hunting management. Natural persons or legal entities, who have expressed a desire to be re-allotted fishing areas, apply to the local executive body of the region in the period not later than 60 calendar days before the date of expiry of the term of allotment of fishing areas. Application must contain the following information and data: (a) application in accordance with the form contained in the Annex 5; (b) documents attesting conformity of the applicant with the qualification requirements; (c) development plan for the fishing area for the whole period of re-allotment for each waterbody and (or) each fishing area in accordance with Model form; (d) original certificate of the bank or branch of the bank in hard copy with the signature and seal in which the applicant is serviced on the absence of an overdue debts on all types of obligations of the applicant to the bank issued not later than 30 calendar days preceding the date of submittal of the application; (e) original certificate of the availability of fixed assets for the performance fishery amelioration in accordance with the form contained in the Annex 6; (f) biological substantiation of the development of aquaculture; and (g) information on the fulfillment of financial and other obligations under the plans for development of fishery entities over the entire period of use of fishery waterbody and (or) sites received from territorial subdivisions.
