Abstract

This Order establishes requirements for timber extraction in all the forest zones of the Russian Federation. Timber extraction shall be carried out in accordance with the requirements set forth by this Regulation, regional forest management plan, forestry regulations of forest districts (forest parks), and also forest development plan and forest declaration (except for cases of timber extraction in accordance with purchase and sale contract for standing timber). Indigenous population of the North, Siberia and Far East of the Russian Federation shall have the right for timber extraction for personal needs as traditional rights free of charge. Timber extraction shall be carried out within rated wood cutting areas in accordance with purposeful use of forests, forestries and predominant forest species. Timber extraction and logging, partial processing, storage and transportation of timber shall be carried out by the person managing plot of land for the period of 12 months from the date state in forest declaration or for the period established by purchase and sale contract.
