Fishing water bodies shall be considered: 1) seas with gulfs, estuaries and firths; 2) rivers with the connected systems (lakes, bays, channels, water reservoirs); 3) technical water bodies used for fish farming and fishing of aquatic living resources or have importance for repopulation and stock enhancement thereof. Fisheries shall be charged and the total allowable catch shall be established within the limits of the allocated quota. Fisheries shall be carried out in conformity with the written authorization in accordance with the established form that shall be issued by the state fishing inspection. The present Regulation can be coordinated by the special Regimes of fisheries that shall supplement the requirements for special management of aquatic living resources. The persons in charge of industrial fisheries shall be issued industrial fishing authorizations and coupons while other fishermen must be in possession of fisherman’s certificate. The managers of fishing resources shall have the following obligations: 1) not to exceed the allocated quota; 2) to keep record (register) of catch; 3) to carry out reclamation work in the fishing water bodies; 4) maintain appropriately fishing areas and fishing gear; 5) to mark fishing gear; 6) to release acclimatized fishes and bycatch recorded in the Red Book.
