Abstract

This Order establishes the modalities of issuance, legalization, registration, suspension, restriction, early revocation and renewal of mining licences by the Federal Agency on Subsoil Management. Applications for mining licences can be submitted by entrepreneurs, foreign citizens and legal persons if federal laws do not envisage restrictions for concession of subsoil. Operations related to licensing shall not exceed the following time limits: (a) issuance, legalization and registration of mining licences – 65 days; (b) amendments and addenda – 140 days; (c) re-issuance – 140 days; and (d) early revocation or termination – 150 days. Suspension of licences shall be carried out in case of change of the Russian legislation on subsoil or written declaration of intent by the applicant.
