Order No. 30 of the State Committee of Housing and Communal Services validating the Regulation on technical maintenance of water supply and sewerage systems of the inhabited localities.

Abstract

The Regulation consists of 15 Sections dealing with the following matters: 1) general provisions (sect. 1); 2) organization of technical maintenance of water supply and sewerage systems (sect. 2); 3) controller’s office (sect. 3); 4) water conservation zone (sect. 4); 5) water intake facilities (sect. 5); 6) potable water production, sewage disposal plants (sect. 6); 7) water-pumping stations (sect. 7); 8) water reservoirs and water towers (sect. 8); 9) external water supply and water distribution systems (sect. 9); 10) registration of water abstraction (sect. 10); 11) internal water supply and sewerage systems (sect. 11); 12) sewerage (sect. 12); 13) sewage treatment plants (sect. 13); 14) automatic water supply and sewerage system (sect. 14); 15) environmental protection arrangements (sect. 15). Water supply systems of the inhabited localities shall have as their purpose abstraction, processing and transportation to the consumers of potable water. The utilization of potable water shall be authorized for the consumption by the population, housing and communal services’ enterprises, and urban services, industrial and potable needs of the industrial enterprises and for fire extinction. Water conservation zones shall be set for all potable water supply systems with the purpose of the protection against water pollution. The main tasks of the water intake facilities shall be: 1) registration of water quantity intake; 2) installation of fish protection works. The main task of sewage disposal plants shall be prevention of the environmental pollution through discharge of pollutants and control of the aforesaid discharge. The main tasks of sewage treatment plants shall be: 1) protection of the open water bodies against pollution by sewage; 2) creation of conditions for processing of sewage for the purpose of the subsequent use thereof by the national economy; 3) supervision over the state of sewage at the enterprises. Managers of water supply systems shall be entitled with the task of carrying out thorough and constant environmental monitoring within their sphere of competence.
