It establishes total allowable catch for industrial fisheries, coastal fisheries, fisheries for scientific research and educational purposes, control purposes, fishfarming and acclimatization, reproduction, and also non-commercial, artisanal and sport fishing. It establishes fishing quotas, minimum size and weight of fishes and other aquatic biological resources, authorized fishing gear, fishing methods, fishing areas and fishing periods. It also sets forth requirements for conservation of fishing resources and protected fish species. Restrictions on fisheries and other activities related to the use of aquatic biological resources include: (a) prohibition of fisheries in certain areas and for certain types of aquatic biological resources; (b) ban on fishing activities in certain areas and for certain types of aquatic biological resources; (c) minimum size and weight of aquatic biological resources obtained (caught); (d) types and quantity of authorized fishing gear and methods; (e) size of the mesh of fishing gear, size and design of fishing gear; (f) distribution of fishing areas (area, subarea, fishing zone, commercial subarea) among groups of vessels, which differ in terms of fishing gear, types and size; (g) fishing periods for groups of vessels differing in terms of equipment, types (capacity) and size; (h) number and types (capacity) of vessels that perform commercial fishing and coastal fishing simultaneously in one fishing area; (i) minimum volume of catch per one vessel; (j) time of entry into the sea for commercial fishing and coastal fishing; (k) allowed by-catch of some species; and (l) fishing periods in fishery waterbodies.
