Abstract

This Instruction defines a complex of phytosanitary measures, which includes detection, localization and elimination of Anoplophora chinensis (Forster). This Instruction is mandatory for state phytosanitary inspectors, other officials of executive authorities and local governments. Detection of Anoplophora chinensis (Forster) is carried out by conducting inspection, examination, including sampling, phytosanitary examination (analyses), examination and/or monitoring in accordance with the legislation. Examination and/or monitoring to detect Anoplophora chinensis (Forster) is carried out in: (a) forest plantations; (b) gardening centers / nurseries; (c) parks; (d) gardens; (e) places of production, marking, and/or storage of wooden packaging material from host plants; (f) populated areas (trees along streets, roads, etc.); (g) places of phytosanitary control of regulated objects imported into Ukraine; and (h) other places where imported host plants may be stored or grown. Survey and/or monitoring on large areas of plantations is carried out along the running lines (clearings, forest roads, etc.), the distance between which can vary from 150 to 1,000 meters. In the absence of obvious signs of Anoplophora chinensis (Forster) activity, samples are taken in the form of wood fragments of the host plants from the above-ground part of the root or tree trunk (at a height of up to 70 cm above the soil surface). In the quarantine zone, the following phytosanitary measures are used to destroy Anoplophora chinensis (Forster): (a) felling of all host plants within a radius of 100 m around infected trees, including infected host plants and host plants with symptoms caused by Anoplophora chinensis (Forster), within the time limits specified in the decision on the introduction of the quarantine regime; (b) removal, visual inspection and destruction by incineration at processing plants or shredding of cut host plants, their stumps, roots; (c) prevention of any export of potentially contaminated material outside the quarantine zone; (d) clarification of the causes of the origin of the infection and tracking of the host plants associated with the occurrence of an outbreak (cell) of Anoplophora chinensis (Forster), followed by their examination for the presence of any signs specified in subparagraph 1 of paragraph 6 of section III of this Instruction; (e) prohibition of planting new host plants in the quarantine zone; and (f) annual monitoring of the presence of Anoplophora chinensis (Forster).
